Thanks for the link to the 1.1 files. Reverting the Skyrim - Interface.bsa file along with the executable seems to have everything working again. Yay!

Fast travel is broken for me if I use the 1.1 TESV.exe

My guess is that DATASkyrim - Interface.bsa also needs to be reverted, but I don't have the old one to check this.
