I'm gonna guess that the $400 gaming extravagance was the Sega Dreamcast.

Materia is made of condensed Mako which comes from the Lifestream. It can appear naturally, but is commonly found in Mako Reactors. The only place mentioned in the game were Materia can be found naturally is the Mako fountain in the mountains above Nibelheim.

The $400 was Neogeo, right?

With games costing like $100+, not with today's value of the dollar either...

First console to ship without a full game? I thought all consoles are also released in bundles without a full game.

The four gameboy rivals, do you mean they were released before Gameboy? If yes, then I don't know, there were some other handhelds but hardly had the hardware power of the gameboy.
The only other handheld consoles that I remember, and played with, that in the end failed, were the atari lynx and the sega eh, forget its name now, it would consume 8 batteries in like 2 hours.
There was also the neogeo handheld that didn't sell well.

That would be the RCA Studio II. I owned a second hand one.

I forgot about the value pack trends. Let me change it to the first post-NES console to launch in the US without a game included. That should narrow it down.

Now I can think of more. Let me change this to handheld Gameboy rivals released after the Gameboy was released that had color screens that failed in large amounts. I can think of at least six.

That would be the RCA Studio II. I owned a second hand one.

Correct. But not the one I was thinking about. There is another.

Teenage Mutant Ninja Turtles

Correct.
