I suppose you mean RO2 is cut-off (Vert-) in Surround, and you're looking for a way to fix the FOV ?

I don't have the game but here's a basic Unreal Engine solution that may work for you:
-hypothetically there's a RO2Input.ini file in your config folder
-add Command="Fov 130" to an existing line, e.g
Bindings=(Name="W",Command="MoveForward" | Command="Fov 130")
-each time you press W, the FOV should be adjusted.

If this doesn't work there may be a FOV command in the game's console.
