Sniper Elite 4 HUD can be adjusted in game by going to Options > Display > Display Setup. From there you can change the Horizontal and Vertical Margins. For 32:9 I do recommend reducing the Horizontal Margin as much as possible to bring the radar, objectives and etc closer to center as you would expect it to be with more traditional resolutions like 1080p. This in-game limit may not be enough for some players but so far I have not found a configuration file that can be altered to increase this adjustment any further. If anyone has knowledge about how to increase this further please post it here or in the forums.
