Just for future reference:
It might be that you are using the little web installer, which thinks it is wiser than the user.
For older versions use what is called the 'redistributable'. About 100mb it often comes on DX9 game discs or can be found online. DirectX 9.0c was the last version for Windows XP.
It's always handy to have a copy around if you are going to play older games, although with your specs that appears unlikely
Also, if something older refuses to install try compatibility mode for the OS it originally came out for on the installer exe.

All that aside, once you do get everything working well make a restore point and a separate disk image so you always have a baseline to come back to.

Has anyone ever seen Crysis 3 do this before.

I can start it in either 7680 or 5760 and both start the game with the 'developers' screen mode which i described earlier.
There are these bubbles which are either characters or objects in the game.
you can see the suit comes through a little but that disappears quickly and i will go underwater.

This only happens when i try to use greater than 2560 x 1600 resolution

Mhmmm.... i do not have this Problem in Crysis 3 on an AMD system.

The video poster had similar issues, hes fix was to reinstall the game properly.

I assume you tried game in fullscreen? Screenshot is windowed. It looks like your textures are missing / vastly reduced. DR says game spreads well natively in fullscreen LLL, so yours is acting abnormally.

If you need to switch to fullscreen but are not offered it in-game, edit this file:
%USERPROFILE%\Saved Games\Crysis3\game.cfg
edit: r_Fullscreen = 1

This particular cfg file likely needs to be made read-only for the edit to stick.
